Health Requirements, Rules, & Regulations:

An Animal Owner or Caretaker's Verification of Veterinarian-Client-Patient Relationship Form must be presented upon arrival for all animals. Official identification for animals is required. All animals must be free of infectious and contagious diseases and a statement of this is required on a certificate of veterinarian inspection.
-Poultry, Waterfowl, Upland Game Birds, Ratities, & Pigeons
Pennsylvania Cattle:
1. A Certificate of Veterinary Inspection dated March 1st or later is required.
2. All animals must be free of Infectious and Contagious Diseases.
3. An Animal Owner Caretakers Verifications of Veterinarian-Client Relationship (VCPR) form must accompany each animal and must be presented upon arrival at the Warren County Fair.
4. All Cattle must be currently immunized against IBR, P13, and BVD. BRSV vaccination is recommended.
5. All drug & Vaccine label directions must be followed including but not limited to mild and slaughter withdraw.
6. Individual official animal identification is required.
7. A current rabies vaccination administered by a licensed veterinarian is required for animals 3 months of age and older. All cattle must be accompanied by a rabies vaccination certificate or it must be included on the CVI. Market Cattle are exempt from this requirement.
Out of State Cattle:
1. A Certificate of Veterinary Inspection (CVI) issued within 60 days of the opening day of the Warren County Fair. The CVI shall include a statement verifying that “all animals identified on this VCI have been examined and found to be free from Vesicular Stomatitis and during the past 90 days, these animals have neither been exposed to VS nor located within 10 miles of a site where VS has been diagnosed”. Statement must be included on CVI that animals were found free of contagious and infectious diseases.
2. Brucellosis testing is not required for animals originating from a Brucellosis-Free State or are members of a Certified Brucellosis-Free Herd. Test eligible animals (unvaccinated animals over 8 months and those vaccinated over 14 months of age) originating from Brucellosis Class A,B, and C states shall be Brucellosis test negative within 60 days of the opening date of the Warren County Fair. The negative test results and date of the test must be included on the CVI of a copy of the negative laboratory test report supplied.
3. Tuberculosis Requirements-No test is required for animals originating from “Accredited Free” states or zones. All animals originating from “Modified Accredited Advanced” must be test negative within the 60 days prior to the date of importation. The negative test results and date of test must be included on the CVI or the animal must be accompanied by a negative laboratory test report. All animals originating from states or zones designated “Modified Accredited” must originate from herds in which all animals 12 months of age and older are test negative within the 12 months prior to the date of importation; and the animals to be imported are test negative within the 60 days prior to the date of importation and at least 60 days after the negative whole herd test. The negative test results and date of test must be included on the CVI or the animal must be accompanied by a negative laboratory test report.
4. Requirements 2, 3,4,5,6, and 7 from Pennsylvania Cattle Requirements.
Pennsylvania Equine Animals:
1. A certificate of Veterinary Inspection (CVI) issued after May 1, 2010 is required.
2. All animals must be free of Infectious and Contagious Diseases.
3. An Animal Owner Caretakers Verifications of Veterinarian-Client Relationship (VCPR) form must accompany each animal and must be presented upon arrival at the Warren County Fair.
4. All Equine must be test negative for EIA by an official test within the 12 months prior to the opening date of the Warren County Fair. Laboratory test results must accompany each animal to its final destination. Foals less than six months of age accompanied by a dam which meets the above requirements are exempt form EIA testing requirements. If the foal is not accompanied by the dam, a copy of the dam’s test results must accompany the foal to its final destination.
5. A current rabies vaccinations administered by a licensed veterinarian is required for animals three months of age and older. However, if a mare was currently vaccinated against rabies when she foaled, the foal is not required to be vaccinated until six months of age, with a second vaccination administered tow-four weeks later. All equine must be accompanied by a rabies vaccination certificate or it must be included on the CVI.
Out of State Equine Animals:
1. A certificate of Veterinary Inspection (CVI) issued within 60 days of the opening day of the Warren County Fair. The CVI shall include a statement verifying that “all animals identified on this CVI have been examined and found to be free from Vesicular Stomatitis and during the past 90 days, these animals have neither been exposed to VS nor located within 10 miles of a site where VS has been diagnosed. Statement must be included on CVI that animals were found free of contagious and infectious diseases.
2. If an equine animal has resided in Texas for a cumulative total of 30 days or more within the six months preceding the date of entry into the Commonwealth, that animal must be test negative for Piroplasmosis on a competitive enzyme-linked immunosorbent assay test, or a department-approved equivalent test, with the test occurring within the 30 days preceding entry into Pennsylvania. The written laboratory test report, confirming compliance with the requirement described shall accompany the equine animal in transit to the Warren County Fair and the date of the test and the test results shall be written on the CVI.
3. Requirements 2, 3, 4, and 5 from Pennsylvania Equine Requirements.
Pennsylvania Swine:
1. A Certificate of Veterinary Inspection (CVI) issued after may 1, 2010 is required.
2. All animals must be free of Infectious and contagious Diseases.
3. An Animal Owner Caretakers Verifications of Veterinarian-Client Relationship (VCPR) from must accompany each animal and must be presented upon arrival at the Warren County Fair.
4. Individual animal ID is required.
Out of State Swine:
1. A certificate of Veterinary Inspection (CVI) issued within 60 days of the opening day of the Warren County Fair. The CVI shall include a statement verifying that “all animals identified on the CVI have been examined and found to be free from Vesicular Stomatitis and during the past 90 days, these animals have neither been exposed to VS nor located within 10 miles of a site where VS has been diagnosed.” Statement must be included CVI that animals were found free of contagious and infectious diseases.
2. Brucellosis Testing-No test required if the animal originates from a Validated Brucellosis-free Herd. If from a Validated herd, the herd number and date of last test must be included on CVI. If not originating from a Validated Herd, out of state swine must be negative to a brucellosis test within 30 days prior to the opening day of the Warren County Fair, and the negative results and date of test must be included on the CVI or the animal must be accompanied by a negative laboratory test report.
3. Pseudorabies Testing Requirements-No test required if the animal originates from a Qualified Pseaudorabies-negative Hers. A Qualified Pseudorabies-negative herd shall not be construed to mean every swine herd from a Stage V state, but only those herds in compliance with individual herd testing planes. If from a Qualified Herd, the herd number and date of last test must be included on the CVI. If not origination from a Qualified Herd, out of state swine must be negative to a psuedorabies test within 30 days prior to the opening date of the Warren County Fair, and the negative results and date of test must be included on the CVI or the animal must be accompanied by a negative laboratory test report.
4. Requirements 2, 3, and 4 from Pennsylvania Swine.
Pennsylvania Sheep:
1. A certificate of Veterinary Inspection (CVI) issued after May 1, 2010 is required.
2. All animals must be free of Infectious and Contagious Diseases.
3. An Animal Owner Caretakers Verifications of Veterinarian-Client Relationship (VCPR) form must accompany each animal and must be presented upon arrival at the Warren County Fair.
4. A current rabies vaccination administered by a licensed veterinarian is required for animals 3 months of age and older. All sheep must be accompanied by a rabies vaccination certificate or it must be included on the CVI. Market sheep are exempt from this requirement.
5. Individual official USDA scrapie animal identification is required.
Out of State Sheep:
1. A certificate of Veterinary Inspections (CVI) issued within 60 days of the opening day o f the Warren County Fair. The CVI shall include a statement verifying that ‘all animals identified on the CVI have been examined and found to be free from Vesicular Stomatisis and during the past 90 days, these animals have neither been exposed to VS nor located within 10 miles of a site where VS has been diagnosed”. Statement must be included on CVI that animals were found free of contagious and infectious diseases.
2. Requirement 2, 3, 4, and 5 from Pennsylvania Sheep.
Pennsylvania Goats:
1. A certificate of Veterinary Inspection (CVI) issued after May 1, 2010 is required.
2. All animals must be free of Infectious and Contagious Diseases.
3. An Animal Owner Caretakers Verifications of Veterinarian-Client Relationship (VCPR) form must accompany each animal and must be presented upon arrival at the Warren County Fair.
4. Individual official USDA Scrapie animal identification is required. Goats having a breed registration tattoo and accompanied by a registration certificate are exempt from the scrapie ID requirement if the tattoo is legible and the registration certificate or a CVI which lists the tattoo and registry accompanies the animal at all times during transport from premises of birth.
Out of State Goats:
1. A certificate of Veterinary Inspection (CVI) issued within 60 days of the opening day of the Warren County Fair. The CVI shall include a statement verifying that “all animals identified on the CVI have been examined and found to be free from Vesicular Stomatitis and during the past 90 days, these animals have neither been exposed to VS nor located within 10 miles of a site where VS has been diagnosed. Statement must be included on CVI that animals were found free of contagious and infectious diseases.

3. Requirements 2, 3, and 4 from Pennsylvania Goats.
POULTRY, WATERFOWL, UPLAND GAME BIRDS, RATITES, & PIGEONS:
Pennsylvania Poultry, Waterfowl, Upland Game Birds, Ratites, & Pigeons
1. All Pennsylvania poultry, waterfowl, upland game birds, and pigeons entering an exhibition must bear a unique individual identification leg band. Ratites must be identified with a neck band or an electronic implant device (exhibitor must supply reader).
2. An owner endorsed health certificate must accompany all Pennsylvania poultry, waterfowl, upland game birds, ratites, and pigeons, and must include name and location of exhibitor; name, address, and telephone number of owner; a statement that their entries and their flock of origin are fee of evidence of contagious diseases; and owner signature and date of that signatures.
3. All animals must be fee of infectious and contiguous diseases.
4. Avian Influenza Clean Testing and Verifications (all samples must be collected by a Certified Poultry Technician or an Accredited Veterinarian)—All poultry, waterfowl, upland game birds, and ratites (pigeons excluded) for exhibition must originate from a flock in good standing in the Pennsylvania Avian Influenza Monitored Flock program, or from a flock in good standing in the NPIP Avian Influenza Clean program, and the birds must be accompanied by the most recent negative test report. The NPIP or II MF number must be noted on the report OR the birds must originate from a flock I which a minimum of 30 birds, 3 weeks of age or older, were tested negative for Avian Influenza within the 6 months prior to the opening date of the Warren County Fair and the birds must be accompanied by the negative test report. If there are fewer that 30 birds in the clock, test all birds.
5. Pullorum-Typhoid Clean Testing and Verifications (pigeons and waterfowl excluded) (all samples must be collected by a Certified Poultry Technician or an Accredited Veterinarian). All poultry, upland game birds, and ratites (pigeons and waterfowl excluded) must originate from a flock in good standing in the NPIP Pullorum-Typhoid Clean program or from a flock in good standing in the PA Pullorum Equivalent Program and the birds must be accompanied by the most recent negative test report. The NPIP number must be noted on the report fro NPIP Pullorum-Typhoid Clean flocks. If bird-side testing was done, the 9-2 state equivalent form must accompany the birds, OR Individual birds (pigeons and waterfowl excluded) for exhibition must have had a negative pullorum-tyhpoid test within the 90 days prior to the opening date of the exhibition. The birds must be accompanied by the negative test report. The following age restrictions apply to comply with NPIP standards: chickens shall be tested 4 months of age or older, Turkeys shall be tested at 12 weeks of age or older, Game Birds shall be tested at 4 months of age or older, or upon sexual maturity, whichever comes first, Ratites shall be tested at 12 months of age or older. All birds not meeting age restrictions are exempt from pullorum testing requirements.
Out of State Poultry, Waterfowl, Upland Game Birds, Ratites, & Pigeons
1. Requirements 1, 2, 3, 4, and 5 from Pennsylvania Poultry, Waterfowl, Upland Game Birds, Ratites, and Pigeons.
2. Under Section 4 Out of State needs to substitute “Birds must originate from NPIP Avian Influenza Clean Program” in place of “Pennsylvania Avian Influenza Monitored Program” and also substitute “birds must originate from a flock in which a minimum of 30 birds, 3 weeks of age or older, were tested negative for Avian Influenza within the 30 days Prior” in place of “birds must originate from a flock in which a minimum of 30 birds, 3 weeks or age or older, were tested negative for Avian Influenza within 6 months prior.”
Pennsylvania Rabbits:
1. An Animal Owner Caretakers Verifications of Veterinarian-client Relationship (VCPR) form must accompany each animal and must be presented upon arrival at the Warren County Fair.
2. all animals must be free of Infectious and Contagious Diseases.
Out of State Rabbits:
1. A certificate of Veterinary Inspection (CVI) issued within 60 days prior to the opening date of the Warren County Fair is required. Statement must be included on CVI that animals were found free of contagious and infectious diseases.
2. Requirements 1 and 2 from Pennsylvania Rabbits.
CODE OF SHOW RING ETHICS:
Exhibitors of animals at livestock shows shall at all times deport themselves with honesty and good sportsmanship. Their conduct in this competitive environment shall always reflect the highest standards of honor and dignity to promote the advancement of agricultural education. This code applies to junior as well as open class exhibitors who complete in structured classes of competition.
All youth leaders working with junior exhibitors are under as affirmative responsibility to do more than avoid improper conduct or questionable acts. Their moral values must be so certain and positive that those younger and more pliable will be influenced by their fine example. Owners, exhibitors, fitters, trainer, and absolutely responsible persons who violate the code of ethics will forfeit premiums, awards, and auction proceeds and shall be prohibited from future exhibition in accordance with the rules adopted by the respective fairs and livestock show. Exhibitors who violate this code of ethics demean the integrity of all livestock exhibitors and should be prohibited from competition at all livestock shows in the United States.
The following is a list of guidelines for all exhibitors and all livestock in competitive events:
1. All exhibitors must present, upon request of fair and livestock show officials, proof of ownership, length of ownership and age of all animals entered. Misrepresentation of ownership, age, or any facts relating thereto is prohibited.
2. Owners, exhibitors, fitters, trainer, or absolutely responsible person shall provide animal health certificates from licensed veterinarians upon request by fair or livestock show officials.
3. Junior exhibitors are expected to care for and groom their animals while at fairs or livestock show.
4. Animals shall be presented to show events where they will enter the food chain free of drugs. The act of entering an animal in a livestock show is giving of consent by the owner, exhibitor, fitter, trainer and/or absolutely responsible person for show management to obtain any specimens of urine, saliva, blood, or other substances from the animal to be used in testing. Animals not entered in an event which culminates with the animals entering the food chain shall not be administered drugs other than in accordance with applicable federal, state, and provincial statutes, regulations and rules. Livestock shall not be exhibited if the drugs administered in accordance with federal, state, and provincial statutes, regulations and rules affect the performance or appearance at the event.
If the laboratory report on the chemical analysis of saliva, urine, blood, or other sample taken from livestock indicates the presence of forbidden drugs or medication, this shall be prime facie evidence such substance has been administered to the animal either internally or externally. It is presumed that the sample of urine, saliva, blood, or other substance tested by the approved laboratory to which it is sent is the one taken from the animal in question, its integrity is preserved and all procedures of said collection and preservations, transfer to the laboratory pertains to the sample taken from the animal in question and correctly reflects the condition of the animal at the time the sample was taken, with the burden on the owner, exhibitor, fitter, trainer or absolutely responsible person to prove otherwise at any hearing in regard to the matter conducted by the fair or livestock show.
At any time after an animal arrives on the fair or livestock show premises, all treatments involving the use of drugs and/or medications shall be administered by a licensed veterinarian.
5. Any surgical procedure or injection of any foreign substance or drug or the external application of any substance (irritant, counterirritant, or similar substance) which could affect the animal’s performance or alter its natural contour, confirmation, or appearance, except external applications of substances to the hoofs or horns of animals which affect appearance only and except for surgical procedures performed by a duly licensed veterinarian for the sole purpose of protecting the health of the animal, is prohibited.
6. The use of showing and/or handling practices or devices such as striking animals to cause swelling, use electrical contrivance, or other similar practices are not acceptable and are prohibited.
7. Direct criticism or interference with the judge, fair or livestock management, other exhibitors, breed representative, or show officials before, during or after the competitive event is prohibited. In the furtherance of their official duty, all judges, fair and livestock show management, or other show officials shall be treated with courtesy, cooperation and respect and no person shall direct abusive or threatening conduct toward them.
8. No owner, exhibitor, fitter, trainer or absolutely responsible person shall conspire with another person or persons to intentionally violate this cod of ethics or knowingly contribute or cooperate with another person or persons either by affirmative action or inaction to violate this code of ethics. Violation of this rule shall subject such individual to disciplinary action.
9. The application of this code of ethics provides for absolute responsibility for an animal’s condition by an owner, exhibitor, fitter, trainer, or participant whether or not he or she was actually instrumental in or had actual knowledge of the treatment of the animal in contravention of the code of ethics.
10. The act of entering an animal is the giving of consent by the owner, exhibitor, fitter, trainer, or absolutely responsible person to have any disciplinary action taken by the fair or livestock show against such individuals published in any publication of the IAFE, inducing Fairs and Expositions and any special notices to member.
11. The act of entering of an animal in a fair or livestock show is the giving of verification by the owner, exhibitor, fitter, trainer, or absolutely responsible person that he or she has read the IAFE National Code of Show Ring Ethics and understands the consequences of and penalties provided for actions prohibited by the code. It is further a consent that any action which contravenes these rules and is also a violation of federal, state, or provincial statues, regulations or rules may be released to appropriate law enforcement authorities with jurisdiction over such infractions.
